The European Union (EU) is a real political and economic union in the Marvel Cinematic Universe. It is made up of twenty-eight member states that are located primarily in Europe.
Businessman and entrepreneur Ian Quinn moved to Malta because it protected him from the EU, who he saw as a threat to his personal and questionable interests.[1]
